It may very well be her anal glands, they give off a foul odor. They might have to be released. Im not to sure what it could be besides that though.

Like other people said it sounds like a yeast infection of some kind. Is she spayed? There is a chance she could be showing early signs of a "Pyometra", an infection unspayed female dogs can get. You can read up on it here;

Its extremely dangerous IF it is a Pyo you'd want to have her checked out ASAP. Does her breath always smell bad? Or only after grooming herself? They can also have dental problems and gingivitis just like people do which puts off a HORRID odor!! Also some dogs with kidney failure and other internal issues also let off smells too. So if it does go away anytime soon or gets worse I would call you vet just in case!

first off i want to thank everyone before me for the hilarious answers you made my night... ok sounds like her anal glands especially if it only happens when she licks... just take her to the vet and they will squeeze them... good luck and maybe try some summers eve until you can get to the vet...
