He'll behave in the house for two hours. You can always lock him in the bathroom or kitchen with food, water and a bed if you're worried. It's also ok to leave him outside that long, as long as you leave water out for him, and the yard is fenced.

No, you should not leave an 8 week chihuahua outside unattended. Your dog is a still a baby. I don't know where you live but between weather and predators, that would be very unsafe. A hawk would have no trouble snatching a tiny dog like that.
Crate train the dog and leave it in the crate where he's safe when you go out.

Try to train to train to stay inside... chihuahuas are not fully outdoor dogs... but they can't be alone for more than 3 hours... you know they are one of the breeds that need someone to love.

its always good to keep him inside (at that young age). so you defenly, want to keep him inside at all times.

You shouldn't leave small dogs outside. There are strays and other loose dogs running about that could very well eat/kill your dog. I've seen it so many times.

You buy a crate & you crate him for 2 hours.
You need to research responsible dog ownership.
For one the puppy will cry the whole time & disturb your neighbors, for another the puppy could run off, get stolen, get hurt or killed, or become prey.
