Male cats do not go into heat, they are constantly producing sperm and can impregnate a female at any time. Please be very careful when your male and female are together until one of them gets altered. You may miss the signs of heat and she can easily get pregnant....especially if they are brother and sister.

Your male cat isn't in heat. Boy cats don't have heat cycles. They're ALWAYS interested in females. Your girl, on the other hand, MIGHT be getting close to having her first heat and your male could be picking up small clues that we humans might be missing. Your girl might have a different scent to your male, which he can detect because his sense of smell is far more sensitive than ours.
However, your young tom may not be mounting his sister because he's sexually excited. That mounting behavior may also be simple dominance. He may be establishing a pecking order, trying to show that he's (literally) the Top Cat. Mounting is one way that cats and dogs show who's the "boss" of the pack/colony. He's maturing from being a "little kid" into becoming a mature male.
Since your cats are so close to the age when things could happen, I would recommend having them (or at least him) neutered sooner than next month-- like, next week. Neutering a male is very simple and less expensive than a spay surgery (female). If you only have funds to take care of one kitty now, then doing your boy first would be the least expensive thing now. As long as both of your boy's testes have descended, they can be "clipped". He's sort of an adolescent now so things should be relatively easy since everything is in plain view.

Male cats do not go "into heat." They are always ready. Could be your female is entering heat and you just don't know it yet. Cats can start having heats at 6 months. You should have had them fixed by now.

Only females go into heat. A tom cat does not care about blood relationship, only sexual ones. At this point he is like a teen aged boy.
